San Diego ADU Grants and Local Programs

Grants rarely pay for a whole ADU, but they can take some of the sting out of the early costs. San Diego homeowners can look to a state program and to local agencies. Here is who runs what and how to check status.

How ADU grant programs work

The main state program is the CalHFA ADU Grant Program. It reimburses certain predevelopment costs, such as plans, permits, soil and survey work, impact fees and energy reports, for eligible low and moderate income owners. Funding has been released in rounds, so it opens and closes.

Reimbursement matters for planning. You may need to pay some costs first and be repaid later, and the build itself still needs a loan or your own equity. Treat a grant as help with part of the budget, not the whole thing.

At a glance

  • What it covers: early costs, not construction
  • Who qualifies: set by each program
  • Status: changes between rounds
  • Still needed: a way to pay for the build

Where San Diego homeowners should check

Start with the state program, then check locally. Which local agency matters depends on your address. City of San Diego addresses deal with the city, unincorporated areas deal with the County, and cities such as Chula Vista, Oceanside and Escondido run their own permitting.

  • CalHFA: the state ADU grant, at calhfa.ca.gov
  • San Diego Housing Commission: has run ADU related programs, at sdhc.org
  • City of San Diego: Development Services Department for city addresses
  • County of San Diego: Planning and Development Services for unincorporated areas
  • Your own city: if your address is outside the City of San Diego

Paying for the rest of the build

Most owners pair any grant with financing. If you have strong equity, a HELOC is often the simplest route. If you do not, a construction loan can lend against the finished value.

San Diego ADU grant questions

What is the $40,000 grant in California for ADU?

That question usually refers to the CalHFA ADU Grant Program, which reimburses certain predevelopment costs for eligible owners. The cap and eligibility rules have changed between funding rounds, so check calhfa.ca.gov for the current terms.

Are there any free ADU plans available in San Diego County?

The County of San Diego has published permit ready ADU plans for unincorporated areas. Check with County Planning and Development Services whether they are still offered, and ask your own city if you live elsewhere.

Does California offer grants for ADU?

California has run a state ADU grant through CalHFA, and some local agencies have run their own programs. Funding opens and closes, so confirm current status with the agency first.
